Director of Planning & Zoning

Classification:  At-will, full-time exempt

Salary: $55,000 to $65,000

Office Work Hours: 8:30 am to 4:30 pm

Reports To:  Macon County Administrator

 

Principal Purpose of Job:  This position is responsible for developing a long range planning program with goals, objectives, and implementation measures for the County. This position is also responsible for the administration and enforcement of zoning, subdivision, floodplain, building inspections, code enforcement, storm water programs, etc.  Other responsibilities include the supervision of other members of the Planning and Zoning Department.

Duties & Responsibilities: 

  • Manages department staff and temporary workers. Hires staff and temporary work force as needed.  Conducts safety trainings and promotes a safe working environment.
  • Practices responsible fiscal management by developing the department’s budget, making purchases and tracking expenses and revenues.
  • Presents reports and proposes resolutions to Macon County Board during regular board and committee meetings.
  • Plan, direct, supervise, coordinate, building inspection programs such as plumbing, electrical, and building inspectors.
  • Reviews construction plans and drawings to issue building permits.  Also reviews subdivision plats for potential subdivisions in Macon County.
  • Oversees building and nuisance inspections.
  • Serves as staff to the Regional Planning Commission.
  • Works with and helps coordinate efforts with related departments, the State’s Attorney, and other staff or agencies, as needed.
  • Oversees the County’s Land Disturbance permit programs and conducts construction site inspections.
  • Represents the County in the MS4 (Municipal Separate Storm Sewer System) Communities. Attends quarterly meetings and submits annual report to State of Illinois.
  • Process zoning petition applications, prepare and present finding of facts to Zoning Board of Appeals.
  • Appointed to Regional Planning Commission
  • Responds to complaints of potential code violations which may relate to buildings, nuisances, housing conditions, construction, land use, zoning, animals, noise, dumping, clearing, grading, polluting, and other code related matters.
  • Meets with owners, tenants, contractors, developers, businesses, etc. to review and explain code requirements and violations or potential violations; secures code compliance.
  • Assists with the administration of programs and operations, including those at the Recycling Center, drop-off sites and various off-site locations that are utilized for department operations.
  • Serves as the department’s Freedom of Information Act Officer.
  • Assists Macon County Emergency Management Agency (EMA) on damage assessment when a disaster strikes Macon County. Serves as personnel coordinator for damage assessment team.

 Education and Experience Requirements:

Any combination equivalent to education and/or experience that would likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities is to possess a Bachelor’s Degree from an accredited college or university with major work in planning, community development, urban design or a related field, and five years of progressively responsible professional planning experience including two years of administrative and supervisory experience.

  • Communicate clearly and concisely, orally and in writing.
  • Prepare and interpret ordinances and formulate land use policies.
  • Creatively and expediently solve problems as needed in planning and building.
  • Establish and maintain cooperative relationships with County officials and employees, the general public, and representatives of other agencies.
  • Properly interpret and make decisions in accordance with laws, regulations, and policies.
  • Select, supervise, train, and evaluate assigned staff.
  • Be able to work outside in all weather conditions, move safely in confined spaces, move on uneven terrain, stand and walk for extended periods of time, lift objects over 10 lbs., normal range of motor skills and range of motion.
  • Able to work in some evenings and weekends as needed.
