Housing Rehabilitation Specialist

Pay: $34.34/hour, increasing to $36.03/hour after six months
 
About the Role
The City of Decatur is seeking a Housing Rehabilitation Specialist to support neighborhood revitalization by managing residential rehab projects, working with homeowners and contractors, and helping administer grant-funded housing programs. Ideal for candidates with backgrounds in construction, project management, property inspection, or code enforcement.
 
Schedule: Full-time, Monday–Friday, 8:00 a.m.–5:00 p.m.
 
Key Responsibilities

  • Conduct property inspections and document housing deficiencies
  • Develop scopes of work, cost estimates, and bid specifications
  • Coordinate bidding and monitor contractor performance for code compliance and quality
  • Assist with grant-funded program administration, compliance, and reporting
  • Serve as liaison between homeowners, contractors, and City staff
  • Educate residents on rehabilitation programs and eligibility
 
Qualifications
  • High school diploma or equivalent
  • Experience in construction, property maintenance, or related field
  • Knowledge of building codes, housing regulations, and contract documents
  • Strong organizational, communication, and project management skills
  • Valid Illinois driver's license required
  • Must obtain Lead Worker/Supervisor Certification within six months (employer-supported)
