Housing Rehabilitation Specialist
Pay: $34.34/hour, increasing to $36.03/hour after six months
About the Role
The City of Decatur is seeking a Housing Rehabilitation Specialist to support neighborhood revitalization by managing residential rehab projects, working with homeowners and contractors, and helping administer grant-funded housing programs. Ideal for candidates with backgrounds in construction, project management, property inspection, or code enforcement.
Schedule: Full-time, Monday–Friday, 8:00 a.m.–5:00 p.m.
Key Responsibilities
- Conduct property inspections and document housing deficiencies
- Develop scopes of work, cost estimates, and bid specifications
- Coordinate bidding and monitor contractor performance for code compliance and quality
- Assist with grant-funded program administration, compliance, and reporting
- Serve as liaison between homeowners, contractors, and City staff
- Educate residents on rehabilitation programs and eligibility
Qualifications
- High school diploma or equivalent
- Experience in construction, property maintenance, or related field
- Knowledge of building codes, housing regulations, and contract documents
- Strong organizational, communication, and project management skills
- Valid Illinois driver's license required
- Must obtain Lead Worker/Supervisor Certification within six months (employer-supported)
